The National Gas Union of Ukraine

Thus, Ukraine has developed gas industry. Today about 170 thousand workers are engaged in it. The National Gas Union of Ukraine (NGUU) became a professional union and peculiar link between all the workers of the branch. It involves managers and engineers, operating personnel, manufacturers and financiers, scientists and experts. The Union concentrates industrial experience, provides access to knowledge and information about the most modern gas technologies, including international ones. Moreover, working experience of other gas associations and similar branch public organization in the USA and Europe (e.g., American Gas Association - AGA, French Gas Association, The Japan Gas Association) demonstrates that such associations are the motive power, which effectuates efficiently modern transformations, ensures dynamic development of the branch and solves its internal and external problems.

The NGUU was established in July, 2001. It includes leading enterprises of the branch: the National Joint-Stock Company "Naftogaz of Ukraine", subsidiary "Ukrgasproduction", subsidiary "Ukrtransgaz", subsidiary "Gas of Ukraine", State Joint-Stock Company "Chornomornaftogaz", as well as dozens of other companies.

The organizational structure of the NGUU consists of managerial bodies of the Union in Kiev, the network of 23 regional organizations, involving 40 local organizations in all the regions of Ukraine, as well as one republican organization in the Crimea, which includes 4 local organizations.

Principle Objectives of the NGUU

  • Representation of the members of the Union in legal authorities and executive bodies for the purpose of their interests protection.
  • Provision of consulting and legal assistance.
  • Formation of data bank on the law of Ukraine and foreign countries concerning regulation of activity in gas branch, as well as working out of draft legislative acts.
  • Formation of database on gas branch functioning in Ukraine and other countries of the world.
  • Rendering assistance to members of the Union in search of business partners in Ukraine and abroad.
  • Participation of the Union in the work of the International Gas Union and establishing of close links with similar structures in other countries.
  • Spreading of information concerning state and potential possibilities of the Ukrainian gas complex aimed at attraction of national and foreign investments.
  • Dissemination of information in the society about the Union's activity aimed at drawing attention to problems of the gas complex and rendering assistance in their efficient solution.
  • Work directed to renewal of Ukraine's image as a leading transit state and attraction of new customers of services of gas piping network.

Natural Gas Production in Ukraine

Ukraine has long-standing traditions in the sphere of natural gas production and utilization. Its industrial production dates back to 1924, and in the 70-s of the 20-th century it achieved its maximum level in the history of Ukraine - 68.7 bln cubic meters. There are three oil-and-gas bearing regions on the territory of Ukraine: Carpathian (western), Dniper-Donetsk (eastern) and Black Sea - Crimean (southern) regions. In the southern region industrial gas production is carried out on the shelf of the Black and Azov seas as well. In 2005 the output totaled 19,2 bln cubic meters.

The natural gas is a priority energy resource, its share in energy balance of Ukraine lately was stabilized on a level of 41-43%. Today the general gas consumption level in our country equals about 70 bln cubic meters per year. For this reason Ukraine is among the countries with shortage of own energy resources, it covers by its own gas production only 20-25% of its needs in gas.

Natural Gas Transportation and Storage in Ukraine

For the first time in the world export of natural gas began from the territory of Ukraine. Gas export to Poland began as far back as 1944. Since 1967 Ukrainian gas was delivered to Czechoslovakia and later - to Austria.

Today Ukraine possesses an expanded natural gas piping network. The total length of pipelines exceeds 37,6 thousand km, including 14 thousand km of 1020-1420 mm gas-mains. Inflow carrying capacity of the system equals 290 bln cubic meters, outflow carrying capacity of the system equals 176,2 bln cubic meters. Such system provides gas delivery to local consumers and up to 80% Russian gas export to the European countries and Turkey. Total amount of gas transit through Ukraine equaled 133,6 bln cubic meters in 2005 including export to the European countries – 118,7 bln cubic meters. It allows Ukraine to take the first place in the world regarding amount of services in natural gas transit.

In Ukraine also operates a network of distribution gas pipelines, which is 196 thousand km long. It allows to deliver natural gas for national industrial enterprises, communal heat power plants, budget institutions and 1 2,6 mln private houses and apartments of our citizens.

Moreover, Ukraine possesses considerable capacities for natural gas storage. Our 13 underground gas-holders of total active capacity of 34,5 bln cubic meters are the largest in Europe. Besides, the majority of them are located at transit pipelines near the western border of Ukraine. Today these gas-holders assure uninterrupted supply of Russian gas to Europe, and render services in gas storage for Poland, Slovakia, Russia and Hungary. However, so far the capacities of Ukrainian gas-holders are not used in full measure.

Naftogaz of Ukraine National Joint Stock Company is the leading enterprise in Ukraine's energy sector. The Company comprises 11 enterprises which are engaged in the following operations:

  • gas and oil fields exploration and development;
  • production and exploratory drilling for gas and oil;
  • gas and oil transport;
  • supply of natural gas and LPG to industries, State-funded organizations, commercial and household sectors;
  • gas storage in underground facilities;
  • gas and condensate processing;
  • vehicle refueling with compressed natural gas and LPG;
  • sale of oil products through the Company's network of filling stations.

Challenges for the strategy and development of the gas sector in Ukraine

  1. Concluding of long-term agreements with Turkmenistan concerning delivery of natural gas to Ukraine.

  2. Concluding of long-term agreements with Kazakhstan concerning delivery of natural gas to Ukraine.

  3. Diversification of gas supply to Ukraine - construction of gas pipelines from Turkmenistan to Ukraine:

  4. Option 1: Turkmenistan - Caspian Sea - Azerbaijan - Georgia - Black Sea - Ukraine (Theodosia);

  5. Option 2: to join the EU project NG 3; Turkmenistan - Iran - Turkey - EU countries.

  6. Option 3: Turkmenistan - Iran - Azerbaijan - Georgia - Black Sea -Ukraine - EU countries.

  7. Modern hi-tech equipment and progressive scientific technologies for production, transportation, storage and processing of hydrocarbons (in particular, equipment for refineries).

Directions to resolve problems of Ukrainian gas sector development strategy

  • Assistance in concluding of long-term agreements between Ukraine and Turkmenistan, Kazakhstan on gas deliveries.

  • Assistance in assigning EU priority for the 3d variant of the proposed project of Turkmen gas delivery to Europe via Ukraine.

  • Development of hydrocarbon resources over deep part of the Black Sea by NaftoGaz of Ukraine in cooperation with Hunt Oil Company.

  • To work out the sources springs and methods of attraction the facilities costs for the realization of Oil and Gas Complex Development Projects in Ukraine.
